They went thither by jin-riki-shas, and arranged to stop on the way to see the famous bronze statue of Dai-Boots, or the Great Buddha. This statue is the most celebrated in all Japan, as it is the largest and finest in every way. Frank had heard and read about it; and when he learned from the Doctor that they were to see it on their way to Enoshima, he ran straightway to Fred to tell the good news. The day was perfectly clear, but suddenly a cloud appeared to be forming like a thick mist. As they came nearer to it they discovered what it was, and made the discovery through their sense of feeling. It[Pg 345] was a cloud of locusts moving from the southern to the northern bank of the river; they had devastated a large area, and were now hastening to fresh woods and pastures new. They filled the air so densely as to obscure the sun, and for more than an hour the steamer was enveloped in them. These locusts are the scourge of China, as they are of other countries. They are worse in some years than in others, and in several instances they have been the cause of local famines, or of great scarcity. The Clockwork man winked one eye slowly, and at the same time there begun a faint spinning noise, very remote and detached. As Arthur looked at him he noticed another singularity. Down the smooth surface of the Clockwork man's face there rolled two enormous tears. They descended each cheek simultaneously, keeping exact pace. A distinct parallelism may be traced in the lines of evolution along which we have accompanied our two opposing schools. While the Academicians were coming over to the Stoic theory of cognition, the Stoics themselves were moving in the same general direction, and seeking for an external reality more in consonance with their notions of certainty than the philosophy of their first teachers could supply. For, as originally constituted, Stoicism included a large element of scepticism, which must often have laid its advocates open to the charge of inconsistency from those who accepted the same principle in a more undiluted form. The Heracleitean flux adopted by Zeno as the physical basis of his system, was164 much better suited to a sceptical than to a dogmatic philosophy, as the use to which it was put by Protagoras and Plato sufficiently proved; and this was probably the reason why Bothus and Panaetius partially discarded it in favour of a more stable cosmology. The dialectical studies of the school also tended to suggest more difficulties than they could remove. The comprehensive systematisation of Chrysippus, like that of Plato and Aristotle, had for its object the illustration of each topic from every point of view, and especially from the negative as well as from the positive side. The consequence was that his indefatigable erudition had collected a great number of logical puzzles which he had either neglected or found himself unable to solve. There would, therefore, be a growing inclination to substitute a literary and rhetorical for a logical training: and as we shall presently see, there was an extraneous influence acting in the same direction. Finally, the rigour of Stoic morality had been strained to such a pitch that its professors were driven to admit the complete ideality of virtue. Their sage had never shown himself on earth, at least within the historical period; and the whole world of human interests being, from the rational point of view, either a delusion or a failure, stood in permanent contradiction to their optimistic theory of Nature. The Sceptics were quite aware of this practical approximation to their own views, and sometimes took advantage of it to turn the tables on their opponents with telling effect. Thus, on the occasion of that philosophical embassy with an account of which the present chapter began, when a noble Roman playfully observed to Carneades, You must think that I am not a Praetor as I am not a sage, and that Rome is neither a city nor a state, the great Sceptic replied, turning to his colleague Diogenes, That is what my Stoic friend here would say.262 And Plutarch, in two sharp attacks on the Stoics, written from the Academic point of view, and probably165 compiled from documents of a much earlier period,263 charges them with outraging common sense by their wholesale practical negations, to at least as great an extent as the Sceptics outraged it by their suspense of judgment. How the ethical system of Stoicism was modified so as to meet these criticisms has been related in a former chapter; and we have just seen how Posidonius, by his partial return to the Platonic psychology, with its division between reason and impulse, contributed to a still further change in the same conciliatory sense. it makes nice, light reading to pick up between times. After various actions between the French and English in India during the Seven Years' War, General Count de Lally, an officer of Irish extraction, arrived at Pondicherry in April, 1758, with a force of one thousand two hundred men. Lally attacked and took Fort St. David, considered the strongest fort belonging to the East India Company, and then, mustering all his forces, made his appearance, in December of that year, before Madras. He had with him two thousand seven hundred French and four thousand natives, whilst the English had in the town four thousand troops only, of which more than half were sepoys. But Captain Caillaud had marched with a small force from Trichinopoly, which harassed the rear of the French. After making himself master of the Black Town, and threatening to burn it down, he found it impossible to compel Fort St. George to surrender, and, after a[178] severe siege of two months, on the appearance of Admiral Pococke's squadron, which had sailed to Bombay for more troops, he decamped in the night of the 16th of February, 1759, for Arcot, leaving behind him all his ammunition and artillery, fifty-two pieces. Fresh combats took place between Pococke and D'Ach at sea, and the forces on land. Colonel Brereton attempted to take Wandewash, but failed; and it remained for Colonel Eyre Coote to defeat Lally. Coote arrived at Madras on the 27th of October, and, under his direction, Brereton succeeded in taking Wandewash on the last of November. To recover this place, Lally marched with all his force, supported by Bussy, but sustained a signal defeat on the 22nd of January, 1760. Arcot, Trincomalee, and other places fell rapidly into the hands of Colonel Coote. The French called in to their aid the Nabob of Mysore, Hyder Ali, but to little purpose. Pondicherry was invested on the 8th of December, and, on the 16th of January, 1761, it surrendered, Lally and his troops, amounting to two thousand, remaining prisoners. This was the termination of the real power of France in India; for though Pondicherry was restored by the treaty of 1763, the French never again recovered their ground there, and their East India Company soon after was broken up. The unfortunate Lally on his return to France was thrown into the Bastille, condemned for high treason, and beheaded in the Place de Grve on the 9th of May, 1766. BEIJING, Nov. 26 (Xinhua) -- Chinese President Xi Jinping on Wednesday extended condolences over a deadly residential building fire in Hong Kong, which killed at least 13 people.
Xi, also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, expressed sympathy to the families of the victims and those affected by the disaster. He urged all-out efforts to extinguish the fire and minimize casualties and losses.
In the wake of the fire, Xi attached great importance to the accident and immediately sought updates on the rescue efforts and casualties.
Xi instructed the director of the Liaison Office of the Central People's Government in the Hong Kong Special Administrative Region (HKSAR) to convey his condolences and sympathies to HKSAR Chief Executive John Lee.
He required the Hong Kong and Macao Work Office of the CPC Central Committee and the liaison office to support the HKSAR government in making all-out efforts to put out the fire, do everything possible in search and rescue, treat the injured, and comfort the victims' families.

China releases white paper on arms control in new era

BEIJING, Nov. 27 (Xinhua) -- China's State Council Information Office on Thursday released a white paper titled "China's Arms Control, Disarmament, and Nonproliferation in the New Era."
The white paper said that China plays a constructive role in international arms control, disarmament, and nonproliferation, and actively offers its initiatives and solutions.
China has been and will always be a builder of world peace, a contributor to global development, and a defender of the international order, it said.
The white paper was released to comprehensively present China's policies and practices on arms control, disarmament, and nonproliferation, and its position on security governance in emerging fields such as outer space, cyberspace, and artificial intelligence.
It was also to restate China's commitment to safeguarding world peace and security, and to call on countries around the world to work together for international arms control.
The white paper noted that China is committed to upholding the international arms control regime with the United Nations (UN) at its core. It works to promote global governance in arms control, supports all efforts to build a world of lasting peace and common security, and serves as a key promoter of international arms control.
It also noted that as a permanent member of the UN Security Council, China has actively safeguarded the authority and effectiveness of the international arms control regime, played a constructive role in multilateral arms control in the nuclear, biological, chemical and other fields, and conscientiously performed its duties prescribed by international arms control treaties, making its due contribution to international arms control.
Emerging fields such as outer space, cyberspace, and AI represent new frontiers for human development. They create a new focus of strategic security, and new territories of global governance, the white paper pointed out.
China proposes that with the universal participation of all countries, the UN should play a pivotal role in fostering a global governance framework and standards for emerging fields based on broad consensus, while increasing the representation and voice of developing countries, it added.
The white paper stressed that China continues to build its domestic nonproliferation capacity, actively participating in the international nonproliferation process, promoting international cooperation on peaceful uses of science and technology, and facilitating the improvement of global nonproliferation governance.
Chinese modernization follows the path of peaceful development, and China's growth contributes to the growth of the world's peaceful forces. China stands ready to work with all peace-loving countries to build an equal and orderly multipolar world and promote universally beneficial and inclusive economic globalization. It will consolidate and develop the UN-centered international arms control regime, work with all parties to build a community with a shared future for humanity, and create a brighter future for all, according to the white paper.
The Chinese Foreign Ministry on Tuesday said the atmosphere of the phone call between Chinese President Xi Jinping and U.S. President Donald Trump on Monday was "positive, friendly, and constructive."
At a regular press briefing on Tuesday, Foreign Ministry spokesperson Mao Ning confirmed that the U.S. side had initiated the call. She noted that since the start of President Trump's second term, the two leaders have maintained frequent communication.
Mao said the two heads of state exchanged views on issues of mutual concern, stressing that such communication is vital for the stable development of China–U.S. relations.
